Fernando Cienfuegos is the manager of the Bella Donna He is the possible father of Donna Sheridan. He is also Ruby Sheridan's former lover. He is a loving brother to Rafael.
He is of central-american descent, presumably Mexican since he says "Mexico, 1959!" when he meets Ruby at the Bella Donna opening party, in which he duets the song "Fernando" with her. Given the theme of the song, plus his comment, it is possible that him and Ruby met during the 1959 war between Mexico and Guatemala.

Fernando is first seen at the beginning of the film when Sophie wants someone to send the letters to the mainland, Fernando says he'll do it but Sophie tells him to stay here.
He is then seen Sophie picks up Tanya and Rosie. As he introduces himself and Sophie introduces Tanya and Rosie.
He is then seen when the party has already started and Ruby (his long lost partner) and they sing "Fernando".
He is then seen at the end of the film at the christening of Sophie's child. He sits right next to Ruby as she says Donna lives on in Sophie.
He then is seen playing the guitar during the Super Trouper song as Sam, Bill and Harry come singing out the wine stand.

- Fernando's character was created so Cher's character Ruby could sing the song "Fernando", and share a duet with him. Director Ol Parker said in an interview: "I just wanted the song. I mean, Andy [Garcia], his character Fernando was invented so that Cher could turn to him and sing, "Fernando." He was invented in reverse for that moment."
- Cher herself had chosen Andy Garcia to play Fernando, saying she was a fan of his work. The actor also stated that his character could be Donna's father.[1]
